CONTENTS OF CONSTRUCTION SUPERVISION CONSULTANCY AND PROJECT MANAGEMENT FOR FACTORY BUILDING B01 - FULIAN PHASE 5 PROJECT - QUANG CHAU INDUSTRIAL PARK - BAC NINH PROVINCE - VIETNAM
- Manage and supervise quality, quantities, progress, occupational safety, environmental protection, and fire prevention and fighting throughout the construction process until the completion acceptance of the entire project for operation and use.
- Prepare and implement the Project Management Plan, including supervision plans and management procedures related to quality, quantities, progress, occupational safety, environmental protection, fire prevention and fighting, inspection and acceptance procedures, document and record management during supervision and project management, as well as other necessary contents.
- Review and evaluate the suitability of the construction contractor’s capabilities, including manpower, construction equipment, specialized construction laboratories, and the quality management system of the construction contractor.
- Review the construction methods proposed by the contractor to ensure compliance with the approved design and construction method statements; approve the overall safety plan and detailed safety measures for specialized works or activities with high occupational safety risks during the construction process.
- Manage the handover of the construction site for execution in accordance with the agreement between Party A and the construction contractor; carry out construction site management activities.
- Review and approve submissions prepared by the construction contractor for Party A’s approval, and based on Party A’s comments, request the contractor to revise such submissions during the construction process to ensure compliance with actual site conditions and contractual requirements.
- Manage, inspect, and approve materials, structural components, construction products, and equipment installed in the Project.
- Manage the Project implementation schedule; adjust or revise the Project schedule when necessary, ensuring consistency with the overall master schedule and key milestones approved by Party A.
- Inspect and supervise the construction contractor and other contractors in carrying out construction activities at the site in accordance with the construction design requirements and the Project implementation schedule.
- Supervise the implementation of safety management regulations during the construction process; monitor safety measures for adjacent structures and oversee project monitoring and observation works.
- Require the construction contractor to provide detailed construction schedules for each work item, and to mobilize key personnel, workers, machinery, and equipment in accordance with the commitments stated in the bidding documents and construction contract.
- Maintain the construction site diary and review, inspect, and verify periodic reports as well as other reports submitted by the construction contractor and other contractors involved in the Project.
- Identify any errors or inconsistencies in the design (if any) and promptly propose recommendations for design adjustments to Party A.
- Request the contractor to suspend construction activities when the quality of the Project fails to meet technical requirements, when construction methods do not ensure safety, or when violations of occupational safety management regulations cause or may cause labor accidents and safety incidents; take the lead and coordinate with relevant parties to resolve difficulties and issues arising during the construction process, while also cooperating in handling and remedying incidents in accordance with the provisions of this Contract and applicable laws.
- Inspect and evaluate the results of tests conducted on materials, structural components, and construction products during the construction process, as well as other relevant documents serving the acceptance procedures; inspect and certify as-built drawings.
- Manage risks related to the Project; assess any changes or additional works arising during the Project implementation and propose appropriate measures to Party A to ensure that such changes or additions do not affect the safety, quality, or progress of the Project.
- Manage and organize verification tests in accordance with regulations to assess the quality of project components, work items, and the overall Project (if required).
- Manage and carry out acceptance procedures for construction phases or project components, as well as the final acceptance of the completed Project for operation and use; inspect and certify completed construction quantities; coordinate with Party A in the inspection and acceptance procedures conducted by competent authorities.
- Manage the preparation and storage of project completion dossiers and other Project-related documents.
- Manage the handover process of the Project.
- Supervise the training and operation guidance process for the Project; inspect and supervise the technology transfer carried out by contractors; assist Party A in understanding the operational mechanisms and necessary procedures related to the operation of the Project.
- Party B shall prepare and submit to Party A the consultancy deliverables, including:
- Construction Supervision Consultancy Plan and Project Management Plan;
- Periodic reports: daily, weekly, and monthly progress reports. Each report shall include the following main contents: overall Project status; quantities and quality of completed works compared with the approved plan; existing difficulties/issues and proposed corrective measures.
- Acceptance minutes for each project component: after each construction phase, acceptance procedures shall be carried out for completed project components to evaluate technical compliance, quality, and completed quantities, and to establish directions for the next phase.
- Reports prepared upon the organization of the final acceptance of the Project.
- Ad-hoc reports as requested by Party A.
- Other documents related to the consultancy services as required by Party A and in accordance with legal regulations.
- Participate together with Party A in working with competent state authorities to ensure that the Project is approved for acceptance and permitted for operation and use.
- Perform all obligations in accordance with the provisions of this Contract and applicable laws.
