The successful construction of a project with a basement requires not only appropriate construction methods and adequate capacity in terms of equipment, manpower, and technical resources, but also a highly effective quality control procedure throughout all stages—from pre-construction preparation to the entire construction process.

PROCEDURE FOR CONSTRUCTION SUPERVISION CONSULTANCY OF FOUNDATION AND BASEMENT STRUCTURES

1 – APPLICABLE STANDARDS:

  • TCVN 2682:2009Portland Cement – Technical Requirements.

  • TCVN 7570:2006Aggregates for Concrete and Mortar – Technical Requirements.

  • TCVN 6016:2011 (ISO 679:1989)Cement – Test Methods – Determination of Strength.

  • TCVN 7577:2006Aggregates for Concrete and Mortar – Test Methods.

  • TCVN 4453:1995Concrete and Reinforced Concrete Structures – Construction and Acceptance.

  • TCVN 5308:1991Technical Code of Safety in Construction.
    Currently, the Ministry of Construction has issued the latest regulation, QCVN 18:2021/BXD (National Technical Regulation on Safety in Construction).
    In principle, QCVNs (Regulations) are mandatory for application and have higher legal validity than TCVNs (Standards).

  • TCVN 1651:2008Steel for Reinforcement of Concrete.

2 – INCOMING MATERIAL INSPECTION AND ACCEPTANCE:

a. Main materials:

  • Reinforcing steel

  • Ready-mixed concrete

  • Aggregates for concrete: stone, sand, cement, etc.

  • Water

  • Other materials: waterproofing seals (waterstops), surface hardening materials, etc.

b. Material documentation review:

- Reinforcing steel:

  • Delivery note: clearly stating quantity and type in accordance with the design

  • Manufacturer’s quality certificate: batch number and production date must match those on site

  • Test results: compliant with applicable standards and the manufacturer’s declared product quality standards

  • Visual inspection: correct shape, type, and markings as per manufacturer’s specifications; properly stored, free from rust or damage

- Ready-mixed concrete:

  • Supplier’s qualification documents and batching plant capacity

  • Approved mix design

  • Delivery note / batching ticket: indicating mixing time, mix proportions, quantity, etc.

- Other materials:

  • Approval by the Employer/Client regarding type, specification, color, etc.

  • Manufacturer’s batch quality certificate accompanied by quality declaration issued/recognized by competent authorities

c. Sampling and testing frequency:

- Reinforcing steel:

  • Sampling frequency: for each batch not exceeding 50 tons, take one set of samples consisting of 3 bars (1 m each) per diameter and grade

- Concrete:

  • For mass concrete:

    • One sample set per 500 m³ when the pour volume exceeds 1,000 m³

    • One sample set per 250 m³ when the pour volume is less than 1,000 m³

  • For large foundations: one sample set per 100 m³, but not less than one set per foundation block

  • For machine foundations with pour volume greater than 50 m³: one sample set per 50 m³; still at least one set when volume is less than 50 m³

  • For frames and foundation structures (columns, beams, slabs, shells, etc.): one sample set per 20 m³; for isolated structural elements with smaller volume, at least one set shall be taken when required

  • For ground slabs and pavements: one sample set per 200 m³; still at least one set when volume is less than 200 m³

  • For waterproofing performance: one sample set per 500 m³; still at least one set when volume is less than 500 m³

d. Testing criteria:

- Reinforcing steel:

  • Bending strength test

  • Tensile strength test

  • Elongation test

- Concrete:

  • Compressive strength test

  • Water permeability / watertightness test (for waterproof concrete)

3. INSPECTION AND ACCEPTANCE WORK:

A. INSPECTION WORK:

  • Inspection procedure flowchart

  • Earthworks (excavation): In accordance with TCVN 4447:2012; TCVN 9398:2012; Project Technical Specifications; Approved Construction Method Statement

  • Pile head breaking (pile head trimming): In accordance with TCVN 9395:2012; TCVN 9398:2012; Project Technical Specifications; Approved Construction Method Statement.

  • Blinding concrete works for foundations: In accordance with TCVN 4447:2012; TCVN 4453:1995; Project Technical Specifications; Approved Construction Method Statement.

  • Setting out of building axes and reference lines: In accordance with TCVN 9398:2012.

  • Reinforcement works (foundations and basement): In accordance with TCVN 4453:1995; Project Technical Specifications; Approved Construction Method Statement.

  • Formwork installation (foundation, basement): In accordance with TCVN 4453:1995; project technical specifications; construction method statement.

  • Concrete works (foundation, basement): In accordance with TCVN 4453:1995; TCVN 9345:2012; TCVN 9336:2012; project technical specifications; construction method statement.

  • Formwork removal (foundation, basement): In accordance with TCVN 4453:1995; construction method statement.

  • Backfilling of foundation pits and filling to elevation ±0.00: In accordance with TCVN 4447:2012; TCVN 9398:2012; project technical specifications; construction method statement.

  • Other works: In accordance with project technical specifications; construction method statement.

B. INSPECTION AND ACCEPTANCE ORGANIZATION

+ Bases for inspection and acceptance:

  • Quality of reinforcement works (as per inspection records prior to concrete casting);

  • Quality of concrete (based on test results and visual inspection);

  • Dimensions, shape, and position of structures, embedded items, and expansion joints compared with the design;

  • As-built drawings for each type of structure;

  • Construction drawings reflecting all changes during construction;

  • Approved documents permitting modifications to design details and components;

  • Results of concrete strength tests on specimens and quality test results of other materials (if any);

  • Inspection and acceptance records for reinforcement and formwork prior to concrete casting;

  • Foundation inspection and acceptance records;

  • Intermediate inspection and acceptance records of structural components;

  • Relevant technical specifications / instructions;

  • Monitoring results of settlement, displacement, etc.;

  • Construction site diary / site logbook.

+ Acceptance criteria: TCVN 4453:1995

+ Inspection and acceptance procedure:

  • Inspection of the subject at site: construction elements / parts of the works and construction stages;

  • Verification of test and measurement results carried out by the construction contractor;

  • Review of as-built drawings of the construction elements;

  • Conclusion: acceptance (or non-acceptance) and approval to proceed with subsequent works;

  • Requirements for rectification or other requirements (if any).

+ Inspection and acceptance documentation:

  • Forms / templates;

  • Number of documents: as specified for each project.

+ Notes during construction:

  • Ensure occupational safety and environmental sanitation;

  • Coordination with other work items / trades;

  • Common defects / typical issues related to the work item.
