SCOPE OF CONSTRUCTION SUPERVISION CONSULTING SERVICES VUNG XEC PROJECT – DO SON
I. Pre-Construction Preparation and Mobilization Phase

Verification of legal commencement conditions
Review and assess the project’s readiness for commencement in accordance with applicable legal requirements.

Review of contractor capability
Examine the conformity of the contractor’s mobilized personnel, machinery, and equipment with contractual commitments.

Safety compliance control for equipment
Approve machinery and materials subject to strict safety requirements based on valid licenses and inspection certificates.

Approval of construction methodology
Review and provide approval comments on construction organization plans and methodologies to ensure feasibility and effectiveness.

Assessment of management systems
Inspect the organizational structure and internal quality control procedures of the construction contractor.

Inspection of supply facilities
Conduct direct assessments of laboratories, manufacturing plants, workshops, and component fabrication facilities dedicated to the project.

Control of incoming materials and equipment
Supervise the origin, types, and specifications of construction materials and equipment; approve material samples prior to site use.

II. Construction Execution and On-Site Quality Control Phase

Closely oversee the Contractor’s execution to ensure that all works strictly conform to the approved design documents and applicable construction standards and regulations.

On-site material acceptance
Conduct physical inspections and sign acceptance records for materials and equipment delivered to the site.

Inspection and acceptance of construction stages
Organize inspections and acceptance of transitional construction stages to ensure compliance with prescribed procedures and technical quality requirements.

Surveying and monitoring system control
Monitor and verify technical parameters including coordinates, elevations, control networks, and structural monitoring systems of the works.

As-built documentation management
Verify the accuracy of as-built drawings and provide certification in accordance with actual construction conditions.

Design optimization and technical recommendations
Proactively identify deficiencies or inconsistencies in technical documentation and recommend timely adjustments to the Employer or the Design Consultant.

Independent quality testing and inspection
Coordinate with the Employer to implement additional testing and inspection measures where there are indications of non-conforming quality.

Handling of incidents and technical issues
Act as the focal point for coordination among relevant parties to resolve arising difficulties and address technical issues at the construction site.

Propose and supervise technical solutions to thoroughly remedy defects or errors identified during construction.

Compile and submit monthly progress reports to the Employer and certify completed work quantities as the basis for interim payments and final settlement.
