The project is of significant scale and requires high standards in terms of quality, technical requirements, schedule, and construction safety. CONTENTS OF CONSTRUCTION SUPERVISION CONSULTANCY FOR FSP FACTORY, HAI DUONG, VIETNAM
1. Scope and Content of Construction Supervision Consultancy Services

The construction supervision consultancy services for the FSP Factory in Hai Duong, Vietnam are carried out to comprehensively control the construction process, ensuring that all works are executed in accordance with the approved design documents, technical requirements, applicable regulations and standards, while meeting requirements for quality, schedule, and construction safety.

The supervision consultant is responsible for supervising the construction activities and work items, including civil works, structural works, finishing works, electrical systems, water supply and drainage systems, fire protection and firefighting systems, other relevant technical systems, and other construction activities within the project scope. Supervision is carried out throughout the construction process, from the commencement of works and inspection and acceptance of each stage and work item to the completion and handover of the project.

During the supervision process, the consultant is responsible for inspecting and monitoring the actual quantities of work carried out by the contractors and cross-checking them against the design documents, contracts, approved drawings, and other relevant documents. Quantity control is conducted to ensure that the works are completed fully and accurately, minimize discrepancies, and provide a basis for the inspection, acceptance, and certification of completed work quantities.

In addition to quality and quantity control, the construction supervision consultancy services place particular emphasis on occupational health and safety, construction safety, environmental hygiene, and document management. Regular site inspections are conducted to ensure that contractors comply with occupational safety regulations, use adequate personal protective equipment (PPE), and maintain safe working conditions for workers, while also maintaining cleanliness, order, and the overall appearance of the construction site.
2. Inspection and Control of Materials, Raw Materials, and Equipment used for the Project

The supervision consultant is responsible for inspecting and controlling the origin, type, specifications, quality, and compliance of all materials, supplies, and equipment brought to and used for the project. Such inspections are carried out based on the design documents, technical specifications, applicable standards, project requirements, and agreements reached among the relevant parties.

For major materials such as concrete, steel, cement, bricks, finishing materials, waterproofing materials, electrical and plumbing materials, fire protection and firefighting materials, and other technical equipment, SVG Engineering, as the supervision consultant, reviews quality documentation, certificates of origin and conformity, manufacturers’ certificates, material samples, and other relevant technical documents before or during their incorporation into the works.

In the event that any material, equipment, or raw material is found not to meet the required quality, type, specifications, or approved documents, the supervision consultant has the authority to require the contractor to stop using such materials and remove them from the construction site. The contractor shall provide suitable replacement materials, which may only be incorporated into the works after inspection and approval in accordance with the applicable requirements.

All documents, inspection records, requests for corrective action, material inspection and acceptance records, and other documents related to the use of materials, supplies, and equipment for the project shall be properly controlled and signed by authorized parties, ensuring adequate documentation for traceability and quality management throughout the project implementation process.
3. Construction quality Control

The quality of construction supervision consultancy services provided by Party B shall comply with the applicable regulations and technical standards of the State of Vietnam, relevant regulations of the industrial park and local authorities, approved design documents, project technical requirements, and other provisions agreed upon by both parties.

The supervision consultant shall conduct on-site construction quality inspections and control the contractor’s construction sequence and methods, ensuring that all works are carried out in accordance with the design and meet the specified technical requirements. For critical works or concealed works, the supervision consultant shall conduct inspection and acceptance before allowing the contractor to proceed with subsequent activities.

Supervision activities include checking construction conditions, construction methods, manpower, machinery and equipment, incoming materials, the quality of each construction stage, and the completed works. In the event of any defects or non-conformity with the approved design, the supervision consultant shall require the contractor to rectify, repair, or reconstruct the works in accordance with the technical requirements before acceptance.

For electrical, water supply and drainage, fire protection and firefighting (PCCC), and other technical systems, the supervision consultant shall inspect the installation to ensure compliance with the approved design drawings, locations, elevations, dimensions, equipment specifications, and technical requirements. The consultant shall also coordinate the inspection, acceptance, testing and commissioning, and completion of technical documentation as required by the project.

The objective of construction quality control is to ensure that the works are constructed in accordance with the approved design drawings and technical requirements, comply with regulations on construction quality management, and satisfy the requirements of Party A prior to inspection, acceptance, handover, and commissioning for use.
4. Document management, Inspection and Acceptance, and Quantity verification

SVG Engineering, as the supervision consultant, shall inspect and manage all documents related to the construction process, including incoming material documentation, construction work inspection and acceptance records, site inspection records, test results, quality certificates, technical documentation for equipment, and other documents as required by the project.

Inspection and acceptance shall be carried out for each work item, construction stage, and project component based on the results of actual on-site inspections. Only works that meet the requirements for quality, quantity, and documentation shall be confirmed for acceptance. Any work that does not meet the requirements shall be rectified by the contractor and subject to re-inspection and re-acceptance.

The supervision consultant shall also inspect, cross-check, and verify the actual quantities of completed works, ensuring that they are consistent with the approved design documents, scope of work, and contractual requirements.
5. Handover deliverables

Upon completion of the supervision services, the supervision consultant shall inspect, control, and sign off on the as-built drawings, as-built documentation, and other technical documents related to the project. The documentation shall accurately reflect the actual as-built conditions and provide a complete basis for the subsequent management, operation, maintenance, and use of the facility.

SVG Engineering, as the supervision consultant, shall be responsible for compiling inspection and acceptance records, quality inspection results, completed work quantities, and other relevant documents to prepare a comprehensive construction supervision report.

The construction supervision report shall be prepared bilingually in Chinese and Vietnamese, providing a comprehensive record of the supervision process, including the status of quality, quantities, schedule, occupational safety, environmental hygiene, issues arising during construction, and the results of corrective actions. The completed documentation shall be handed over to Party A for archiving, management, and use in the inspection, acceptance, and handover of the project.

Through the construction supervision consultancy services, the entire construction process of the FSP Factory in Hai Duong, Vietnam shall be strictly controlled, ensuring that the project meets requirements for quality, technical compliance, quantities, schedule, safety, and system integration, while conforming to the approved design documents, applicable regulations, and the requirements of Party A.
