CONTENTS OF CONSTRUCTION SUPERVISION CONSULTANCY AND PROJECT MANAGEMENT FOR FACTORY BUILDING B01 - FULIAN PHASE 5 PROJECT - QUANG CHAU INDUSTRIAL PARK - BAC NINH PROVINCE - VIETNAM (NEXT STAGE)
1. Overall Project Management, Supervision, and Planning
Manage and oversee all aspects of the project, including technical standards, work progress, schedule, occupational health and safety, environmental sanitation, and fire prevention and fighting (FPF), throughout the construction phase until final inspection, handover, and commissioning of the project.
Develop the project management framework and detailed operating procedures to support project execution, including the quality control system, progress monitoring plan, construction inspection and acceptance procedures, document management and filing procedures, and other necessary project management tools.
2. Contractor Capability Assessment and Construction Preparation
Assess the contractor’s actual capability before and during project implementation, including key personnel, workforce, construction machinery and equipment, accredited LAS-XD testing laboratory, and the contractor’s internal quality management system.
Review and evaluate the contractor’s detailed construction method statements against the approved design documents; approve the overall occupational health and safety plan and safety measures for high-risk construction activities.
Coordinate and facilitate the handover of site boundaries, benchmarks, and the construction site from the Employer to the contractor; directly supervise and maintain overall site management and order throughout the construction process.
3. Technical Review, Approval, and Coordination
Review technical documents and submissions prepared by the contractor that require approval; receive instructions from the Employer and direct the contractor to revise construction methods and technical proposals to reflect actual site conditions and comply with contractual requirements.
Inspect and approve incoming construction materials, prefabricated components, and technological equipment prior to their installation or use in the project.
Review design drawings to identify any discrepancies, inconsistencies, or impractical design details in a timely manner and recommend optimal design revisions to the Employer, where necessary.
4. Construction Progress, Safety, and Site Supervision Records
Monitor construction progress and proactively revise detailed schedules whenever changes arise, ensuring that the overall project milestones approved by the Employer are maintained.
Monitor and urge contractors to mobilize sufficient personnel, equipment, and resources, and to carry out the works in accordance with the approved schedule and the commitments made in their tender submissions.
Oversee compliance with occupational health and safety, fire prevention and fighting (FPF), and environmental protection regulations; supervise monitoring activities and the implementation of protective measures for adjacent structures and surrounding facilities.
Maintain daily site supervision records and construction supervision logs; review and approve the contractor’s periodic progress and performance reports.
5. Incident Response, Risk Management, and Independent Testing
Authority to Suspend Works: Authorized to instruct the contractor to immediately suspend construction activities in the event of serious quality non-conformities or significant occupational health and safety risks. Lead the resolution of site issues and coordinate corrective actions in accordance with the contract and applicable laws and regulations.
Identify potential project risks, assess the impact of variations or unforeseen circumstances on project quality, schedule, and cost, and recommend appropriate mitigation measures to the Employer.
Organize and supervise independent verification testing and quality inspections of structural elements and construction works whenever necessary.
6. Inspection, Handover, and Project Closeout
Review and verify material test results, the actual quantities of completed works, and the as-built documentation prepared by the contractor.
Organize internal inspections and acceptance of completed work sections, stage-by-stage acceptance, and final acceptance of the completed project; assist the Employer during inspections conducted by the competent construction authorities.
Compile, manage, and hand over the complete project completion records and all relevant project documentation to the Employer.
Monitor the contractor’s training programs, technology transfer activities, and equipment operation instructions; support the Employer in acquiring a thorough understanding of the operation and maintenance procedures for the completed facilities.
Coordinate with the Employer in working with the relevant government authorities to obtain final acceptance approval and complete all procedures required for the project to be officially commissioned and put into operation.
Deliverables of Party B
Party B shall prepare and submit the following documents and records to Party A:

Planning Documents: The Construction Supervision Plan and the Overall Project Management Plan.

Periodic Reports: Daily, weekly, and monthly reports providing an overall summary of the project status, comparing actual progress and quality against the approved plan, identifying outstanding issues, and recommending appropriate corrective actions.

Inspection and Acceptance Documentation: Inspection and acceptance records for individual work items, stage acceptance certificates, and the consolidated completion report for the final acceptance of the project.

Special and Ad Hoc Reports: Reports prepared to address specific issues or unforeseen matters at the request of Party A.

Other Documentation: Other consultancy documents and records as required by applicable laws and regulations and by the specific requirements of Party A.
