Sao Viet Construction Design Consulting and Inspection Joint stock Company (SVG Engineering) will continue to provide construction supervision consultancy and project management services for the next phase of the Fulian B02, B19, and B25 Factory Construction Project. The project is being implemented in Quang Chau Industrial Park, Bac Ninh Province, one of the key industrial zones in Northern Vietnam. In its role as the construction supervision and project management consultant, SVG Engineering is responsible for the comprehensive control of quality, schedule, occupational health and safety, and overall project execution in accordance with the Employer’s requirements and applicable regulations. The involvement of SVG Engineering contributes to ensuring that the project is implemented in a coordinated manner, completed on schedule, and compliant with the specified technical standards and project objectives.

CONTENTS OF CONSTRUCTION SUPERVISION CONSULTANCY AND PROJECT MANAGEMENT FOR FACTORY BUILDING B2, B19, B25 - FULIAN PHASE 5 PROJECT - VIETNAM (NEXT STAGE)

1. Duties and Scope of Work of SVG Engineering

  • To carry out comprehensive project management and supervision of construction quality, quantities, construction progress, occupational health and safety, environmental protection, and fire prevention and firefighting throughout the construction process until the project is completed, accepted, and put into operation and use.
  • To develop, organize, implement, and coordinate the project management plan, including the construction supervision plan; procedures for quality, quantity, and schedule management; occupational health and safety, environmental protection, and fire prevention and firefighting measures; inspection and acceptance procedures; document and record management; and other necessary activities required for effective project management.
  • Review and assess the construction contractor’s capabilities, including key personnel, construction machinery and equipment, construction testing laboratories, and the quality management system implemented by the contractor.
  • Verify the compliance of the construction execution methods with the design documents and approved construction measures; review and approve the overall safety plan and safety measures for activities involving a high risk of occupational accidents.
  • Monitor and manage the handover of construction sites in accordance with the agreements between Party A and the contractor; carry out site management activities throughout the construction process.
  • Review and evaluate documents and submissions provided by the contractor for Party A’s approval; based on Party A’s comments, require the contractor to revise and supplement any contents that are inconsistent with actual site conditions or contractual requirements.
  • Inspect, control, and approve construction materials, components, products, and equipment before they are incorporated into the works.
  • Monitor the project schedule and, where necessary, propose adjustments or revisions to the construction schedule to ensure that the overall project timeline and milestones approved by Party A are maintained.
  • Inspect and supervise contractors’ activities on site, ensuring that all works are carried out in accordance with the approved design documents and construction schedule.
  • Supervise compliance with occupational health and safety regulations during construction; monitor measures implemented to ensure the safety of adjacent structures and oversee structural monitoring activities.
  • Require the contractor to submit detailed construction schedules for each work item and to mobilize sufficient key personnel, labor, and equipment in accordance with the commitments made in the bid documents and construction contract.
  • Maintain supervision records and site supervision logs; review and evaluate periodic reports as well as special reports prepared by the contractor during the construction process.
  • Promptly identify any deficiencies, inconsistencies, or errors in the design documents and propose appropriate corrective actions or design adjustments for Party A’s consideration and decision.
  • Have the authority to require the contractor to suspend construction activities when the quality of the work fails to meet technical requirements, when construction methods pose potential safety risks, or when occupational health and safety regulations are violated; concurrently coordinate with relevant parties to resolve difficulties and issues arising during project execution and participate in incident management in accordance with the contract and applicable laws.
  • Review and evaluate the results of tests conducted on construction materials, components, and products; examine documentation required for acceptance procedures and certify as-built records.
  • Carry out project risk management activities; review changes and variations arising during project implementation and propose solutions to ensure project quality, safety, and schedule compliance.
  • Organize or manage the implementation of verification tests, quality inspections, and assessments of construction works or specific components of the project whenever required in accordance with applicable regulations.
  • Lead and manage the acceptance and inspection process for construction stages, completed sections of the works, and the final completion acceptance of the project prior to commissioning and operation; certify completed construction quantities; and coordinate with Party A during inspections and acceptance procedures conducted by the competent authorities.
  • Manage the preparation, completion, and archiving of the project completion dossier, together with all related project documentation.
  • Monitor and manage the handover process of the completed works to the operation and maintenance entity.
  • Supervise training and operational guidance activities for the facility; review and monitor technology transfer activities carried out by contractors; and assist Party A in acquiring a comprehensive understanding of the facility’s operating principles and operational procedures.

2. Deliverables to be Submitted to Party A

  • Construction Supervision Consultancy Plan and Project Management Plan.
  • Periodic daily, weekly, and monthly reports, including the following principal contents:
    • Overall project implementation status;
    • Progress of completed works in terms of quantity and quality compared with the approved plan;
    • Difficulties, issues, and challenges encountered during implementation;
    • Recommendations and proposed corrective actions.
  • Acceptance and inspection records for each work item or construction stage, serving as the basis for evaluating technical quality, completed quantities, and planning the implementation of subsequent phases.
  • Reports prepared to support the final acceptance and completion procedures of the project.
  • Ad-hoc reports as requested by Party A.
  • Other documents and records related to the consultancy services, as required by Party A and in accordance with applicable laws and regulations.
  • Participate with Party A in meetings and working sessions with competent governmental authorities to ensure that the project obtains the necessary acceptance approvals and is eligible for commissioning and operation.
  • Perform all other obligations in accordance with the provisions of the Contract and applicable laws and regulations.
