In 2026, SVG Engineering was honored to be selected by Simplo Technology (Vietnam) Co., Ltd. as the Project Management and Construction Supervision Consultant for the newly constructed Factory F under the Simplo Technology (Vietnam) Project, located in Hoa Phu Industrial Park, Xuan Cam Commune, Bac Ninh Province, Vietnam. As the consultant responsible for project management and construction supervision of both the building works and mechanical, electrical, and plumbing systems, including the fire protection and firefighting system, SVG Engineering is tasked with overseeing quality, schedule, occupational safety, and compliance with applicable codes, standards, and technical specifications throughout the project implementation process. The involvement of SVG Engineering contributes to ensuring that the project is executed in a coordinated, efficient, and effective manner, meeting all technical requirements and the investment objectives of the project owner.

CONTENTS OF CONSTRUCTION MANAGEMENT AND SUPEVISION CONSULTING SERVICES FOR FACTORY BUILDING F OF THE SIMPLO VIETNAM PROJECT

  • The scope of project management and construction supervision services includes, but is not limited to: structural steel works; masonry and plastering works; reinforced concrete works; interior fit-out works; installation of doors and windows; roofing and waterproofing works; air-conditioning and ventilation systems; lightning protection and grounding systems; fire protection and firefighting systems; electrical and lighting systems; construction scaffolding; pile foundation works; Process Cooling Water systems; landscaping and greenery works; wastewater treatment plant; site infrastructure and drainage systems; low-voltage and extra-low-voltage systems (including customs surveillance camera systems); Clean Dry Air systems; elevators; truck scales; loading docks; and other construction supervision and project management services.
  • The supervision scope of this project covers both civil construction and MEP works, including but not limited to quality control, schedule management, cost control, safety management, contract administration, information management, and construction coordination throughout the execution of architectural, structural, plumbing (including fire protection systems), electrical, finishing, external roadworks, external water supply and drainage systems, perimeter fencing, external medium- and low-voltage power networks, extra-low-voltage systems, water tanks, parking facilities, equipment foundations, and all other project components.
  • The supervision services shall cover the entire construction process and all construction activities associated with the above-mentioned engineering works. The duration of the construction supervision services shall be aligned with the construction period of the civil and MEP works. The anticipated construction duration is 09 months.

Obligations of the Construction Supervision Consultant

  • Assist the Project Owner in organizing the review and appraisal of construction drawings; prepare a supervision plan upon receipt of the project design documents; report relevant regulations and supervision requirements to the Project Owner within seven (07) days from the date of the first site meeting; and establish detailed procedures for the implementation of supervision activities.
  • Thoroughly understand the contents of the design documents and review the design package (including design specifications, construction methodologies, technical requirements, design revision notices, and related documents) to verify compliance with the originally approved design intent. Participate in drawing review meetings and design clarification meetings chaired by the Project Owner.
  • Assist the Project Owner in reviewing and verifying the consistency of design documents and assessing all design modifications and variations.
  • Assist the Project Owner in fulfilling the necessary conditions for construction commencement and verify the Contractor’s readiness for project mobilization and commencement of works.
  • Assist the Project Owner in reviewing the Contractor’s construction organization design, construction methodologies, technical proposals, operation manuals, construction technologies, temporary works designs, and the quality and quantities of major construction materials submitted by the Contractor. Particular attention shall be given to reviewing safety and quality control measures, as well as the compliance of construction methods and technologies with applicable mandatory standards and regulations for construction works.
  • Establish and maintain various construction management systems; review the Contractor’s quality management system, occupational health and safety management system, organizational structure, personnel qualifications, and workforce allocation; and supervise the implementation of such systems throughout the project execution.
  • Project Schedule Management: Assist the Project Owner in developing project schedule control plans and establishing schedule control objectives. Based on these objectives, review and approve the detailed construction schedules submitted by the Contractor and monitor their implementation. In the event of significant deviations from the approved schedule, promptly propose corrective measures and adjustments to the Project Owner and implement such adjustments upon obtaining the Project Owner’s approval.
  • Construction Quality Control: Review the Contractor’s quality assurance system and quality control measures; examine quality documentation; inspect pre-construction preparations; verify construction procedures, workforce deployment, and resource inputs; and assess construction quality in accordance with the requirements of the construction supervision contract, approved design documents, technical specifications, and applicable quality inspection standards.
  • For critical construction stages, require the Contractor to develop contingency and preventive control measures and supervise their implementation. In the event of major incidents affecting safety or construction quality, promptly report to the Project Owner, issue a “Stop Work Notice” when necessary, and coordinate the preparation and implementation of appropriate corrective actions.
  • Assist the Project Owner in organizing the investigation of quality-related incidents, classifying such incidents, assessing their severity levels, and reviewing and approving corrective measures and remediation plans.
  • To ensure that the construction quality requirements of the project comply with applicable governmental regulations and standards, the Construction Supervision Consultant shall perform comprehensive on-site supervision of critical construction activities in accordance with the supervision scope defined in the contract, thereby ensuring that project quality remains effectively controlled throughout the construction process.
  • Construction Safety Supervision: Review construction safety measures, occupational health and safety plans, labor protection measures, and environmental protection procedures; be responsible for monitoring and verifying their implementation; participate in the investigation of major safety incidents and provide recommendations for corrective and preventive actions.
  • Assist the Project Owner in managing the construction site, supervising and inspecting safe and orderly construction practices, identifying outstanding issues, and issuing written recommendations for corrective actions and improvements.
  • Assist the Project Owner in organizing project management and coordination meetings; facilitate coordination among all project participants within the authority granted under the supervision contract; prepare, issue, and maintain records and minutes of construction coordination meetings.
  • Assist the Project Owner in conducting inspections and acceptance procedures for each construction stage, individual structures, building components, and ancillary works; and submit the corresponding construction supervision reports in a timely manner.
  • Information Management: Prepare site supervision records and promptly communicate relevant information and feedback. Participate in the preparation of project completion and summary reports for each construction package.
  • Participate in the review and verification of as-built documentation and other related project close-out activities.
  • Management of Supervision Records and Documentation: Collect, organize, and maintain all supervision-related documents, including correspondence, notices, meeting minutes, inspection and testing records, drawings, and other project records. Upon completion or termination of the supervision services contract, hand over the complete set of supervision documentation to the Project Owner.
  • Regularly submit information, documentation, and weekly/monthly supervision reports to the Project Owner regarding the progress of construction works by package, supervision scope, and work contents. The reports shall primarily include:
  • Project construction progress;
  • Construction quality and safety conditions;
  • Construction equipment, site labor resources, and working conditions;
  • Status of equipment procurement and drawing/document submissions;
  • Changes to the supervision contract and project scope;
  • Performance of construction supervision services; and
  • Major events and significant issues arising during project execution.
  • The Construction Supervision Consultant shall provide the Project Owner with all key project-related records and documents required for joint use, reference, and project management purposes.
  • Ad-hoc reports prepared in response to the progress and performance of the construction supervision services.
  • Recommendations regarding design modifications, value engineering proposals, project optimization, and construction schedule improvements.
  • Other reports as reasonably requested by the Project Owner.
  • Supervision service records and certificates related to stage completion inspections, interim acceptance, and final completion acceptance of the works.
  • Documentation and records required for the implementation of construction supervision services.
  • Documentation and approval records for construction methodologies, work execution plans, and technical proposals.
  • Documentation and approval records related to construction schedule revisions and adjustments.
  • Documentation and records of project coordination meetings conducted in connection with the supervision services.
  • Other documentation and records necessary for the performance of construction supervision services.
  • Documentation and records relating to the investigation, assessment, and resolution of construction quality incidents and defects.
