Building upon the works that have been completed and are currently under implementation within the framework of the Simplo Technology (Vietnam) Co., Ltd. Project, SVG Engineering (Sao Viet Construction Design Consultancy and Inspection Joint Stock Company) will continue to provide project management consultancy and construction supervision services for civil works and MEP systems (including fire protection and fire-fighting systems) for the next phase of Factory Building F. As a professional project management and construction supervision consultant, SVG Engineering will work closely with the Employer to ensure effective control of project quality, schedule, safety, and investment efficiency throughout the implementation process. This phase represents one of the key project components contributing to the development of modern manufacturing infrastructure, supporting the expansion of Simplo Technology’s operations and production capacity in Vietnam.

CONTENTS OF CONSULTANCY SERVICES FOR CONSTRUCTION MANAGEMENT AND CONSTRUCTION SUPERVISION OF FACTORY BUILDING F - SIMPLO VIETNAM PROJECT (NEXT STAGE)

1. Scope of Construction Management and Supervision Services

The construction management and supervision services shall be performed for all civil, structural, architectural, MEP, and infrastructure works under the Project, including but not limited to the following:

  • Factory steel structure works;

  • Reinforced concrete structures, pile foundations, and foundation works;

  • Masonry, plastering, architectural finishing, and interior fit-out works;

  • Doors, windows, and building envelope works;

  • Roofing, waterproofing, and leak prevention works;

  • Air-conditioning and ventilation systems (HVAC);

  • Power distribution, lighting, and extra-low voltage (ELV) systems;

  • Lightning protection and grounding systems;

  • Fire protection and fire-fighting systems (FPF/FF);

  • Process Cooling Water (PCW) system;

  • Compressed Dry Air (CDA) system;

  • Wastewater Treatment Plant (WWTP) system;

  • Infrastructure works, internal roads, drainage systems, and landscaping works;

  • Customs surveillance camera system;

  • Elevators, truck scales, loading platforms, equipment support platforms, and related facilities;

  • Construction scaffolding and other temporary works;

  • Project management and construction supervision activities as required by the Employer.

The Consultant shall provide construction management and supervision services to ensure that all works are executed in compliance with the approved design documents, technical specifications, applicable codes and standards, the construction schedule, quality requirements, safety regulations, and the requirements of the Employer.

2. Scope of Construction Management and Supervision Services

The construction management and supervision services shall be provided throughout the entire construction and MEP installation period of the Project. The services shall include, but not be limited to, quality management, schedule control, cost control, occupational health and safety management, contract administration, document and information management, and coordination among all parties involved in the Project.

The scope of supervision and control shall cover all project components, including architectural works, structural works, electrical systems, plumbing and sanitary systems, fire protection and fire-fighting systems, finishing works, external infrastructure works, water supply and drainage systems, perimeter fencing, medium-voltage and low-voltage power distribution systems, extra-low voltage (ELV) systems, water storage tanks, parking facilities, equipment foundations, and all other works within the Project investment scope.

The Consultant shall provide continuous construction management and supervision services throughout the execution of the Works. The duration of the services shall correspond to the anticipated construction schedule of the Project, which is estimated to be nine (09) months.

3. Responsibilities and Obligations of the Supervision Consultant – SVG Engineering

3.1 Design Review and Pre-Construction Preparation

  • Assist the Employer in reviewing and verifying the design documents and construction drawings prior to commencement of the Works.

  • Prepare a detailed supervision plan upon receipt of the complete design documentation. Within seven (07) days from the first project kick-off meeting, submit to the Employer the supervision procedures, scope, requirements, and implementation methodology.

  • Thoroughly review the design documents, technical specifications, Employer’s requirements, construction methodologies, and all design revisions to assess their compliance with the approved project documentation.

  • Participate in design review meetings, design clarification meetings, and provide professional comments and recommendations when requested.

  • Assist the Employer in verifying the consistency between the approved design documents and any design changes or modifications arising during project implementation.

3.2 Verification of Construction Readiness

  • Assist the Employer in assessing the conditions and requirements necessary for commencement of the Works.

  • Verify the Contractor’s construction preparations, including manpower, equipment, materials, and site organization.

  • Review construction methodologies, technical procedures, construction technologies, commissioning procedures, and temporary works required for construction activities.

  • Evaluate the suitability of major materials and equipment proposed by the Contractor for incorporation into the Works.

  • Verify compliance with applicable technical standards, mandatory regulations, and construction safety requirements.

3.3 Monitoring of the Contractor’s Management Systems

  • Review and evaluate the Contractor’s quality management system.

  • Examine the Contractor’s organizational structure, professional capabilities, and allocation of personnel for the Project.

  • Monitor the implementation of the Contractor’s quality management, occupational health and safety, and environmental management procedures throughout the execution of the Works.

3.4 Project Schedule Management

  • Assist the Employer in establishing project objectives and the overall schedule control plan.

  • Review and assess the construction schedule submitted by the Contractor.

  • Monitor and evaluate actual progress against the approved baseline schedule.

  • Recommend corrective actions and recovery measures whenever potential delays or significant deviations from the approved schedule are identified.

3.5 Quality Management of the Works

  • Review the Contractor’s quality assurance system and quality control procedures.

  • Verify material submittals, inspection and test records, quality certificates, and all related documentation.

  • Monitor construction sequences, manpower, equipment deployment, and site conditions during execution of the Works.

  • Assess the quality of construction works based on the Contract requirements, approved design documents, technical specifications, applicable standards, and relevant regulations.

  • For critical activities or works involving significant risks, require the Contractor to prepare risk control measures and ensure enhanced supervision throughout the execution process.

  • Upon identifying any incident or non-conformity that may affect the quality or safety of the Works, promptly notify the Employer, recommend suspension of the affected works when necessary, and propose appropriate corrective actions.

3.6 Management of Quality Incidents and Defects

  • Assist the Employer in investigating, identifying root causes, and classifying quality-related incidents and defects.

  • Participate in evaluating the extent and impact of such incidents and reviewing the remedial measures proposed by the relevant parties.

  • Monitor the implementation of corrective actions and verify the effectiveness and completion of the remedial works.

3.7 Occupational Health, Safety and Environmental (HSE) Supervision

  • Review the Contractor’s occupational health, safety, and environmental protection plans and procedures.

  • Monitor compliance with applicable health and safety requirements throughout the execution of the Works.

  • Participate in the investigation of serious safety incidents, accidents, or hazardous occurrences and recommend appropriate corrective and preventive measures.

  • Monitor site housekeeping, environmental protection measures, and compliance with requirements for orderly and professional site management.

3.8 Site Coordination and Management

  • Assist the Employer in organizing and conducting coordination meetings among all parties involved in the Project.

  • Monitor, follow up, and facilitate the resolution of issues arising during the execution of the Works.

  • Prepare, issue, and maintain records and minutes of coordination meetings in accordance with project procedures.

3.9 Inspection, Testing and Acceptance Procedures

  • Assist the Employer in reviewing and administering the inspection, testing, and acceptance procedures for construction works, including acceptance of construction stages, completed portions of the Works, individual work items, and final completion acceptance.

  • Prepare supervision reports and quality certification records to support inspection, testing, acceptance, and handover activities.

3.10 Project Documentation and Information Management

  • Maintain supervision diaries, inspection records, site instructions, and site supervision reports.

  • Participate in the preparation of project completion reports and project close-out documentation.

  • Review as-built documentation and related records prior to project handover.

  • Compile, organize, maintain, and hand over all supervision records and documents to the Employer upon completion of the Contract.

3.11 Reporting Requirements

The Supervision Consultant shall submit periodic reports to the Employer on a weekly and monthly basis, including but not limited to the following:

  • Project progress status and schedule performance;

  • Quality of construction works and completed activities;

  • Occupational health, safety, and environmental (HSE) performance;

  • Manpower, equipment, and site conditions;

  • Status of material and equipment procurement, delivery, and drawing issuance;

  • Changes related to the Contract and Project scope;

  • Significant events and issues arising during project execution;

  • Assessment of the performance and effectiveness of the supervision services.

In addition to the periodic reports, the Supervision Consultant shall submit ad hoc reports upon the Employer’s request or whenever events occur that may affect the progress, quality, safety, or successful execution of the Works.

3.12 Deliverables and Supervision Documentation

The Supervision Consultant, SVG Engineering, shall be responsible for preparing, maintaining, and handing over the following documents and records:

  • Periodic and ad hoc supervision reports;

  • Stage acceptance and final completion acceptance records;

  • Site supervision records and monitoring documentation;

  • Records of review and approval of construction methodologies and method statements;

  • Schedule revision, review, and approval records;

  • Coordination meeting minutes and related correspondence;

  • Quality incident investigation and corrective action records;

  • As-built documentation and related technical records;

  • Any other records, forms, reports, and documentation necessary for effective project management and construction supervision.
