PROCESS OF CONSTRUCTION SUPERVISION CONSULTING AND EQUIPMENT INSTALLATION FOR QMH COMPUTER PROJECT
- Before starting the Project, the Supervision Consultant will submit to the parties for agreement on the Working Procedures, along with official dispatch forms, instructions, detailed work inspection forms, reports, etc.
- Procedures and forms must be consistent with each party's ISO system. Important construction works of the Project must be clearly identified and supervision procedures outlined.
a. Construction work volume supervision
- Construction supervision of works according to approved design volume.
- Calculate and confirm the construction volume that the construction contractor has completed over time or in stages and compare it with the approved design volume as a basis for acceptance and payment according to the contract.
- Consider handling the volume arising outside the approved design and construction estimate for the Investor to consider and decide.

b. Construction progress monitoring:
- Check the construction contractor's construction schedule before starting construction.
- Check the detailed progress for each stage.
- Consulting, supervising, monitoring construction progress, regularly reporting to the Investor.
- Propose to the Investor to adjust the progress in case the construction progress at some stages is prolonged.
- Check and monitor progress implementation. If the contractor's construction progress is not on schedule, the contractor will be required and together with the contractor, find solutions to overcome the approved progress.
- Propose to the Investor to consider rewards and penalties according to the contract for the construction contractor when speeding up or extending the construction progress of the project.
c. Construction site labor safety management
- Check the construction contractor's implementation of safety measures for people and structures at the construction site.
- Require parties to agree on safety measures when multiple parties are involved;
- Require the construction contractor to implement safety measures at the construction site. In dangerous areas, there must be signs, guides, and warnings to prevent accidents.
- Check and supervise labor safety work at the construction site. Remind contractors and relevant parties to regularly check and supervise labor safety work at the construction site;
- Propose to the Investor to suspend construction when detecting violations of labor safety.
- Check the construction contractor's training, guidance and dissemination of labor safety regulations.
- Check the issuance of occupational safety training certificates to workers and equipment inspection for jobs with strict occupational safety requirements.
- Check that the construction contractor provides protective equipment and labor safety to workers.
- Work with construction contractors and relevant parties to handle and report to state management agencies on labor safety when there are labor safety incidents.
d. Environmental supervising:
- Check that the construction contractor implements measures to ensure hygiene for workers at the construction site and the surrounding environment such as dust and noise control measures, waste treatment, drainage system, and vehicle washing when transporting soil.
- The Contractor is required to ensure that the construction site is always neat and tidy, and to regularly clean up waste. Measures must be taken to collect and transport waste from above. When constructing the body, a toilet area must be arranged for workers.
- Check the shielding measures of construction contractors and material suppliers during the transportation of construction materials and waste.
- Propose to the Investor to suspend construction when the construction contractor does not comply with environmental protection regulations.
e. Construction quality supervision.
- Check the conditions for starting construction works and report to the Investor the inspection results on:
+ Construction site
+ Construction permit
+ Construction drawing design
+ Construction contract
+ Construction site organization and construction site layout of contractors
- Measures to ensure occupational safety and environmental hygiene
- Check the construction contractor's capacity to match the bidding documents and construction contract
- Check human resources (quantity and skill level) and equipment brought into the project.
- Check the quality management system of the construction contractor at the construction site.
- Check the license to use the machinery and equipment.
- Lab test.
- Check and monitor the quality of supplies, materials and equipment.
- Together with the Investor, approve material and equipment samples according to design documents, bidding documents and construction contracts.
- Based on the bill of lading, certificate of origin, quality certificate of the manufacturer and test and inspection results to supervise the delivery of materials and equipment to the construction site. Do not allow the delivery of unsuitable materials and equipment to the construction site.
- When there is doubt about the results of quality inspection of materials and equipment installed, report to the Investor to conduct direct inspection of materials and equipment installed in the project.
