SCOPE OF CONSTRUCTION SUPERVISION CONSULTANCY FOR THE MESSER BINH DUONG, VIETNAM PROJECT
As an independent construction supervision consultant, SVG Engineering represents the Project Owner in inspecting and controlling the entire construction process on site, ensuring that the project is completed in accordance with the approved design, required quality standards, and the established schedule.
1. DIRECT ON-SITE INSPECTION AND CONSTRUCTION SUPERVISION
SVG Engineering's supervision engineers are stationed directly at the construction site to perform the following duties:
- Input control: Assess pre-construction conditions and inspect the mobilization of manpower, machinery, equipment, and construction materials by contractors before they are put into use.
- Construction process supervision: Inspect the technical execution of each construction item and compare actual site conditions with the approved design drawings and construction methods.
- Occupational safety & environmental management: Directly inspect and approve the overall safety plan and detailed safety measures for specific activities involving high safety risks on the construction site.
2. REVIEW OF TECHNICAL DOCUMENTATION AND INSPECTION OF COMPLETED WORKS
Document management plays a critical role in ensuring the legal compliance and long-term quality of the project:
- Contractor document review: Review all legal documents, quality management records, and as-built drawings prepared by the contractors.
- Strict inspection and acceptance: Carry out inspection and acceptance only for construction works that meet the required technical standards.
- Firm rejection of non-compliant work: If a contractor fails to comply with the approved design or delivers work of inadequate quality, SVG Engineering will issue a written rejection of the inspection and acceptance, require the contractor to suspend the relevant construction activities, and ensure that all deficiencies are thoroughly rectified before proceeding to the next construction stage.
3. VERIFICATION OF LEGAL DOCUMENTATION IN ACCORDANCE WITH THE LATEST REGULATIONS
To ensure the project's legal compliance, SVG Engineering signs and verifies project documentation in strict accordance with Government Decree No. 207/2026/ND-CP dated June 15, 2026:
- The Chief Construction Supervision Consultant and relevant supervision engineers directly verify and sign quality records and as-built drawings within their respective authority.
- Sign and affix the company's legal seal to quantity records, final settlement documentation, and inspection and acceptance minutes in accordance with the procedures for stage-by-stage inspection and acceptance, as well as the minutes for handing over the completed project for use.
4. PROVISION OF COMPREHENSIVE CAPABILITY DOCUMENTATION
To provide the Project Owner with full confidence in the consultancy team, SVG Engineering provides a complete set of legal and professional capability documents for the project, including:
- Business Registration Certificate and Certificate of Construction Activity Capacity issued by the Department of Construction/Ministry of Construction or equivalent certification appropriate to the project grade.
- Decision on the establishment of the Construction Supervision Consultancy Team for the project.
- Professional qualifications and construction supervision practice certificates of each personnel assigned to the project.
5. PERIODIC REPORTING AND COORDINATION IN RESOLVING ISSUES
- Weekly/ad-hoc reporting: On a weekly basis, SVG Engineering prepares detailed reports for the Project Owner covering construction progress, quality, outstanding issues at the site, and proposed solutions.
- Multi-party coordination: SVG Engineering takes the lead in coordinating with relevant parties, including the design consultant, inspection and testing organizations, construction contractors, and suppliers, to promptly resolve issues arising during construction.
- Insurance responsibility: SVG Engineering commits to providing full accident insurance coverage for 100% of its construction supervision personnel working on site.
