Our objective is to ensure that the project is completed on schedule, meets all technical requirements, and fully complies with applicable laws and regulations.
OVERVIEW OF THE CONSTRUCTION SUPERVISION CONSULTANCY PROJECT – MESSER DUNG QUAT VIETNAM (NEXT PHASE)

SCOPE OF CONSTRUCTION SUPERVISION CONSULTANCY SERVICES PROVIDED BY SVG ENGINEERING FOR THE MESSER DUNG QUAT VIETNAM PROJECT (NEXT PHASE)
In accordance with the signed contract, Sao Viet Construction Design and Inspection Consultancy Joint Stock Company (SVG Engineering) has been assigned to provide construction supervision consultancy services for the Messer Quang Ngai Industrial Gas Plant Project.
The scope of services focuses on supervising construction works and excludes the installation of machinery, equipment, chemical process production lines, and gas and liquefied gas systems.
Throughout project implementation, SVG Engineering carries out specialized tasks to control construction quality, progress, and safety, as detailed below:
1. Construction Supervision and On-Site Activity Control
SVG Engineering's supervision engineers regularly work on-site to inspect and assess the contractor's construction organization and activities, ensuring that all work is carried out in accordance with the approved design documents, construction methods, and project requirements.
Key responsibilities include:

Inspecting all necessary conditions before construction begins, including evaluating site preparation, mobilization of personnel, machinery, equipment, and construction materials required for the project.

Monitoring and inspecting every stage of construction, from material delivery and acceptance through execution and completion of construction items, ensuring compliance with technical and quality requirements.

Monitoring the contractor's construction schedule, promptly issuing reminders and recommending corrective measures whenever potential delays are identified.

Inspecting compliance with occupational health and safety regulations, environmental sanitation requirements, and on-site safety procedures.

Reviewing, evaluating, and approving the overall safety management plan, as well as specific safety measures for technically complex activities that may involve potential occupational accident risks.
2. Quality Management Documentation Control and Construction Acceptance
Alongside direct on-site supervision, SVG Engineering reviews documents prepared and submitted by the contractor for approval, ensuring that construction records are complete and consistent with actual site conditions.
The scope of work includes:

Review of Legal and Quality Management Documentation: Monitoring and inspecting the preparation, updating, and storage of legal documents, quality management records, construction diaries, and as-built drawings prepared by the contractor in accordance with applicable regulations.

Inspection and Acceptance of Construction Works: Coordinating site inspections, assessing the quality of completed construction works, and conducting acceptance inspections when the works satisfy technical requirements, approved design documents, and contractual conditions.

Control of Non-Compliant Construction Items: Rejecting acceptance of any work that contains defects or fails to comply with the approved design documents or construction contract. SVG Engineering also requires the contractor to suspend related activities and carry out repairs, corrective actions, or reconstruction before proceeding with acceptance in accordance with applicable regulations.
3. Verification of Acceptance Records, As-Built Drawings, and Related Documentation
SVG Engineering reviews and verifies project documentation within the functions, responsibilities, and authority of the construction supervision consultant, helping ensure the completeness, consistency, and legal validity of the project's quality management records.
Specific responsibilities include:

For the Chief Construction Supervision Consultant: Reviewing and signing off on quality management documentation and as-built drawings within the assigned scope of responsibility, in accordance with Government Decree No. 207/2026/ND-CP dated June 15, 2026.

For Specialized Construction Supervision Engineers: Verifying relevant documents, inspection records, and quality management documentation corresponding to their assigned areas of expertise.

For Legal and Final Settlement Documentation: Signing and affixing the company's official seal to documents within the consultant's responsibilities and authority, including quality management records, quantity records, final settlement documentation, stage acceptance minutes, and handover records for putting the completed works into operation and use.
4. Preparation and Provision of Construction Supervision Consultant's Qualification Documents
To meet professional competency requirements and the Investor's management requirements, SVG Engineering is responsible for preparing and providing complete documentation demonstrating the company's operational capacity and the qualifications of personnel assigned to the project.
The documentation includes:

The company's capability profile, business registration certificate, and construction activity capability certificates issued by competent authorities (the Department of Construction or the Ministry of Construction), as appropriate to the project's requirements.

Official decisions establishing the organization or personnel team assigned to perform construction supervision consultancy services for the project.

Professional profiles of individual personnel, including academic qualifications, construction practice certificates, and other relevant documents corresponding to their assigned positions and responsibilities.
5. Reporting and Technical Consultancy Services
SVG Engineering regularly updates project information and reports on implementation progress, enabling the Investor to stay informed about on-site developments and proactively make appropriate management decisions.
Key activities include:

Preparing and submitting weekly construction progress reports or ad hoc reports as requested by the Investor.

Providing comprehensive updates on completed work quantities, contractor progress, construction quality, and any difficulties or issues arising during project implementation.

Analyzing technical issues and identifying potential risks that may affect project quality or progress.

Providing professional recommendations, proposing corrective measures, and suggesting improvement solutions to enhance construction efficiency, strengthen quality control, and shorten the implementation period where feasible.
6. Project Coordination and Resolution of Arising Issues
To ensure coordinated and effective construction activities, SVG Engineering proactively works with the Investor, contractors, and relevant parties throughout the project implementation process.
The coordination scope includes:

Participating in project coordination meetings, on-site progress meetings, and technical discussions with contractors, according to the agreed schedule or at the Investor's request.

Maintaining regular communication with the Investor regarding implementation progress, quality-related matters, schedule performance, and any arising issues requiring consideration and resolution.

Coordinating inspections, evaluating the causes of construction incidents or defects, and participating in the supervision of corrective and remedial works within the assigned scope of responsibility.

Protecting the interests and safety of project personnel by arranging accident insurance coverage, as required, for all construction supervision consultants working on-site.

Establishing and maintaining professional coordination with relevant parties, including design consultants, construction contractors, safety management teams, material suppliers, and other related organizations.

Discussing and reaching agreement with the Investor on adjustments or additions to the construction supervision consultancy scope whenever enhanced supervision is required for specific construction items.
