1. Scope of SVG Engineering’s Construction Supervision and Project Management Services

During the construction of factory buildings B2, B19, and B25 under Phase 5 of the Fulian project at Quang Chau Industrial Park, Bac Ninh Province, construction supervision consultancy and construction project management play a vital role in controlling quality, ensuring schedule compliance, and minimizing potential risks that may arise on site.

As a professional construction supervision consultant, Sao Viet Construction Design and Inspection Consultancy Joint Stock Company (SVG Engineering) carries out management, inspection, and supervision activities throughout the construction process. The scope of services is implemented in accordance with the approved design documents, contractual terms and conditions, the Investor’s requirements, and applicable laws and regulations.
1.1. Construction Project Planning and Management Organization

SVG Engineering develops an implementation plan for construction supervision consultancy and project management tailored to the scale, nature, and actual requirements of the project. Management activities cover quality control, quantity control, schedule management, occupational safety, environmental sanitation, and fire prevention and firefighting throughout the construction period.

At the same time, the consultant establishes and implements the necessary management procedures, including quality inspection, quantity control, progress monitoring, acceptance of construction works, document management, and project reporting. These procedures provide a basis for coordination among the Investor, construction contractors, and relevant parties, ensuring that construction activities are carried out consistently and efficiently.
1.2. Assessment of Contractor Competence and Verification of Construction Conditions

Before and during the execution of construction activities, SVG Engineering assesses the capabilities of the contractors involved in the project. The assessment focuses on key personnel, construction machinery and equipment, construction materials testing and specialized testing capabilities, as well as the quality management procedures being applied.

In addition, the consultant verifies that the proposed construction methods and plans comply with the design documents, technical requirements, and approved plans. The overall safety plan and risk control measures for high-risk activities are also reviewed to minimize incidents and protect workers throughout the construction process.
1.3. Site Management and Coordination of On-Site Activities

SVG Engineering monitors the handover of the construction site between the Investor and the contractors in accordance with their agreed arrangements, while verifying that the necessary conditions for construction activities are in place.

1.5. Control of Materials, Equipment, and Construction Quality

Project completion records, technical documentation, and other necessary information are reviewed, compiled, and archived in accordance with applicable regulations. In addition, the construction supervision consultant monitors the contractors’ implementation of operational guidance, training, and technology transfer in accordance with the contractual scope of work, helping the Investor obtain complete information on operating principles, operating procedures, and facility management requirements after the project is commissioned.
