Factory inspection/ Workshop inspection is the process of examining and assessing the quality, causes of damage, value, service life, and other technical parameters of factory structures or their components through monitoring, testing, and combined calculation and analysis.
FACTORY INSPECTION - THE LATEST A-TO-Z UPDATE FOR 2026
1 – IS FACTORY INSPECTION MANDATORY?
Factory inspection is a mandatory activity in accordance with Decree No. 06/2021/NĐ-CP, which provides guidelines on quality management, construction execution, and maintenance of construction works. Failure to comply may result in a fine ranging from VND 40,000,000 to VND 60,000,000, as stipulated in Clause 3, Article 20 of Decree No. 16/2022/NĐ-CP on administrative penalties in construction.
2 - SELECTION OF ORGANIZATIONS AND INDIVIDUALS PARTICIPATING IN FACTORY INSPECTION ACTIVITIES
A fine ranging from VND 60,000,000 to VND 80,000,000 shall be imposed for selecting organizations or individuals that do not meet the required competency conditions when participating in construction inspection activities, in accordance with Article 7, Section 1, Chapter II of Decree No. 16/2022/NĐ-CP on administrative penalties in construction.
When selecting construction inspection companies or quality certification bodies, clients/investors should pay attention to the following criteria: firstly, the legal status of the entity must be valid; secondly, the organization must have a quality management system; and thirdly, it must fully meet the required capacity conditions and possess relevant experience in the construction field.

3 – WHEN IS FACTORY INSPECTION REQUIRED?
Factory inspection must be carried out in cases mandated by law or when there is a practical need to ensure structural safety.
a – Periodic factory inspection as prescribed:
According to the Vietnamese Standard TCVN 9343:2012 – Concrete and Reinforced Concrete Structures – Maintenance Guidelines, and Decree No. 06/2021/NĐ-CP on quality management, construction, and maintenance of construction works, factory buildings are typically inspected every 3–5 years.
b – When there are changes in structure or function:
- Major renovation or repair: When adding extra floors, expanding floor area, installing solar panels, or modifying main load-bearing components.
- Change of use: For example, converting from light storage to heavy machinery installation, which increases loads on floors and foundations.
c – When incidents or abnormal signs occur:
- After incidents: Such as fire, flooding, earthquakes, or strong impacts from transportation vehicles.
- Signs of deterioration: Appearance of major cracks in columns, beams, or slabs; uneven settlement; or excessive deflection of steel structures beyond allowable limits.
d – Legal and other requirements:
- Requests from authorities: When government agencies conduct inspections and require safety assessments.
- Partner (audit) requirements: Clients or insurers may require factory safety certification before signing contracts or exporting goods.
- End of service life: When the structure has exceeded its design lifespan but the owner intends to continue using it.
4- FACTORY INSPECTION PROCESS
Part 1: Pre-inspection Preparation and Planning
Step 1: Define the objectives: Clearly identify the purpose of the inspection (e.g., renovation, additional floors, periodic safety assessment, or dispute resolution) to accurately determine the scope of work.
Step 2: Systematize technical documentation: Collect and review all design drawings, as-built documents, and acceptance records to establish a solid information base.
Step 3: Site survey and planning: Conduct on-site observations to assess the overall condition, then develop a detailed inspection plan, including appropriate allocation of personnel and equipment.
Part 2: On-site Inspection and Data Processing
Step 4: Visual inspection and damage recording: Carefully examine each structural component, documenting cracks, reinforcement corrosion, and signs of deformation with photos and notes.
Step 5: Conduct specialized testing: Use dedicated equipment to measure actual parameters such as concrete strength, reinforcement location/diameter, deflection, inclination, and settlement of the structure.
Step 6: Analysis and load-bearing capacity calculation: Based on collected data, build calculation models using engineering software to evaluate structural performance under various load conditions.
Step 7: Reporting and recommendations: Assess the overall safety level, prepare the final report, and propose necessary solutions for repair, strengthening, or remediation (if required).
