Construction supervision consulting is the process of regular, continuous and systematic inspection and supervision of construction throughout the construction process to ensure quality, quantity, progress, labor safety and environmental sanitation. To have a good quality project, choosing a reputable and professional construction supervision consultant is extremely important, because they are your effective assistant throughout the construction process. Below is the experience of SVG Engineering sharing details contents that have been implemented:

PRECONSTRUCTION PHASE

At this stage, the supervision consultant SVG Engineering will perform the following tasks:

1. Study the construction contract signed between the investor and the contractor to understand the scope of work that the contractor is about to implement.

2. Study the design documents of construction items and bidding packages to be implemented, promptly report to the investor any conflicts or inconsistencies in the design (if any).

3. Require contractors to submit legal documents for review. Note the following:

- Latest business registration certificate (notarized copy).

- Certificate of construction capacity of the enterprise (if necessary, for important bid packages).

- List of construction site management board, with certificates of members of the construction site management board: Compare with quantity and quality requirements according to the committed contract.

- List of construction equipment: ensure sufficient quantity and quality as committed in the contract, quotation, bidding documents, etc.

- Construction equipment inspection certificate according to regulations of the Ministry of Labor, Invalids and Social Affairs.

- Worker's equipment operating certificate.

- List of workers expected to work at the construction site: Within the legal working age, with health certificate and trained in occupational safety.

- Other documents as prescribed by law at each construction time, according to the characteristics of each bid package, etc...

4. Require the contractor to establish a general and detailed construction method for each type of work in the bid package. Note the following contents:

- Construction and acceptance standards.

- Construction site layout drawing.

- Drawings and detailed descriptions of construction and acceptance processes for each specific job.

- Drawings and detailed descriptions of measures to ensure occupational safety and environmental hygiene.

5. Require contractors to submit detailed construction progress of each item and the entire package. Note the following contents:

- You should create a schedule using specialized software (such as MS Project) to easily monitor, check, and show the progress relationship between tasks and items.

- Each job must show start date, end date, and number of days to complete.

- Must show the total construction time of each item and the total construction time of the bid package.

- Must show a manpower chart, which shows in detail the number of manpower each day on the construction site.

6. Require the contractor to submit to a specialized construction laboratory to test components, materials, etc. in the room or on site during the construction of the package. The following contents should be noted:

- The laboratory must have a "Certificate of eligibility for specialized construction testing activities" issued by the Ministry of Construction.

- Direct laboratory inspection: have enough equipment and human resources to perform for the bidding package.

- Laboratory equipment: must be in good working order and within the inspection period.

- Laboratory staff: must have a laboratory technician certificate or a vocational laboratory training certificate. The laboratory manager must have a bachelor's degree in construction and a laboratory management certificate.

- Distance from Laboratory to Site: As close as possible.

7. Ask the contractor to provide samples of materials expected to be used on the project. Note the following:

- For each type of material, 2-3 brands or suppliers with equivalent technical specifications should be given. Pay special attention to the supply capacity (direct production, large agents, the more the better); delivery time (the faster the better); delivery distance (the closer the better) of the suppliers to avoid the situation of not having enough materials during the construction process.

- Origin of each type of material: All materials must have clear and valid origin, with full CO/CQ.

- Require the contractor to take samples for testing. Only materials that meet 100% or higher quality standards may be used.

- All types of materials must have samples kept at the consulting supervisor's office or the investor's office at the construction site, for comparison when necessary.

8. Require the contractor to prepare and submit detailed construction drawings (shop drawings) for each work item. Note the following contents:

- Adjust the route of technical pipelines to ensure design standards/regulations, optimize construction volume and quality.

- Construction segments and circuits must meet technical requirements: construction stops must be avoided at locations with large internal forces, locations where it is difficult to ensure the quality of subsequent construction, locations that are dangerous for people and other equipment working on the construction site, etc.

- Handling of technical pipeline intersections between different systems: avoiding level crossings, prioritizing self-flowing pipelines along slopes, etc.

- Handling technical box locations, manhole covers, inspection covers, etc. ensures the aesthetics of the project.

CONSTRUCTION IMPLEMENTATION PHASE

1. Check and monitor the surveying system for contractors' projects such as: coordinates, elevation, control network, monitoring system, ...

2. On a daily, the supervising consultant will perform the following tasks:

- Supervise each construction stage, remind contractors to make timely mending, and minimize the need for re-doing during construction.

- Check and supervise the construction work of contractors in accordance with the design documents approved by the investor. Pay special attention to the following tasks:

  • Works with mandatory requirements on material mixing ratio;
  • Works with strict requirements on construction sequence;
  • Works that directly and permanently affect the quality of the project;
  • Work covered after construction;
  • Works that endanger human life;
  • Works that are difficult to fix if something goes wrong;
  • Other important works…

- Supervise material sampling and testing as required. Pay attention to the following important tests:

  • Test to check compressive strength after compacting the foundation;
  • Compression test to check the compressive strength of mortar and concrete samples (test concrete grade) at times R7 and R28;
  • Experiment to check physical and mechanical properties of asphalt concrete;
  • Testing of tensile and bending strength of steel, bolts, welds, prestressed cables, etc.;
  • Experiment to check physical and mechanical properties of bricks and tiles;
  • Testing the tightness of drainage pipes, ventilation pipes, etc.;
  • Pressure testing of water supply pipes, fire pipes, air conditioning gas pipes, etc.;
  • Testing the quality of concrete piles, precast concrete pipes;…

- Check the number of workers and the number of construction machinery and equipment of the contractor at the construction site. In case the contractor does not ensure the construction method and construction progress have been approved, the supervision consultant will make a "Site Report" and at the same time request the contractor to take measures to adjust and change to achieve the approved progress.

- Acceptance of completed work by the contractor.

- Monitor weather conditions at the construction site to promptly report to the investor if necessary.

- Check and urge contractors to ensure labor safety and environmental sanitation.

- Take photos of construction status at site, make daily reports to send to investors.

- Review and report to the investor any risks affecting quality, construction progress, and volume.

COMPLETION ACCEPTANCE PHASE

1. Urge contractors to collect acceptance documents and completion drawings.

2. Check and confirm the completed work volume of contractors.
