Construction investment project management consulting organizations need to have specific capacity conditions to perform work effectively such as: Capacity certificate meeting the conditions for construction items; Experience participating in construction projects; The staff has a project management practice certificate; Use information technology and modern project management tools to optimize the project management process and enhance management capabilities.
According to the Construction Legal Document Decree 15/2021/ND - CP guiding detailed regulations on a number of contents on construction investment project management as follows:
Article 94. Capacity conditions of construction investment project management consulting organizations
Organizations participating in construction investment project management consulting activities must meet the conditions corresponding to the following capacity classes:
1. Class I:
a) Individuals holding the title of project management director have a Class I project management practice certificate;
b) Individuals in charge of specialized fields must have a practice certificate in construction supervision and Class I construction valuation appropriate to the work undertaken;
c) Individuals participating in project management have expertise and skills appropriate to the work undertaken;
d) Have performed project management of at least 01 group A project or 02 group B projects or higher.
2. Class II:
a) Individuals holding the title of project management director have a Class II project management practice certificate;
b) Individuals in charge of specialized fields must have a practice certificate in construction supervision and Class II construction valuation appropriate to the work undertaken;
c) Individuals participating in project management have expertise and skills appropriate to the work undertaken;
d) Have performed project management of at least 01 group B project or 02 group C projects or higher.
2. Class III:
a) Individuals holding the title of project management director have a Class III project management practice certificate;
b) Individuals in charge of specialized fields must have a practice certificate in construction supervision and Class II construction valuation appropriate to the work undertaken;
c) Individuals participating in project management have expertise and skills appropriate to the work undertaken;

Article 73. Project management practice certificate
An individual will be considered for a project management practice certificate when meeting the conditions specified in Article 66 and Article 67 of this Decree and the conditions corresponding to the following classes:
1. Class I: Has worked as project management director of at least 01 project from group A or 02 projects from group B or higher in the field applying for a practicing certificate; or have one of three corresponding types of practice certificates (class I construction design; class I construction supervision; class I construction valuation) and have participated in project management of at least 01 project from group A or 02 projects from group B or higher in the field for which a practicing certificate is requested.
2. Class II: Has worked as project management director of 01 project from group B or 02 projects from group C or higher in the field for which a practicing certificate is requested or has one of three types of equivalent practicing certificates (class II construction design; class II construction supervision; class II construction valuation) and has participated in project management of at least 01 project from group B or 02 projects from group C or 03 projects require economic-technical reports or more in the field for which a practicing certificate is requested.
3. Class III: Participated in project management of at least 01 project from group C or higher in the field for which a practicing certificate is requested.
